GPLv1 prohibits the distribution of only binary code and "viral" behavior, which should also be changed under GPLv1.

GPLv2 includes that distribution is not allowed, if only binary is the only possible distribution (for example, due to some odd court decision). In addition, LGPL was introduced with GPLv2.
