Royal Mail PAF UK Account Address via Zip Code Alternatives?

We need an address finder (room level) based on a zip code. To do this, we have a budget of 40 thousand. But I was tasked with finding cheaper alternatives for the Royal Mail PAF database. Is Google good for determining the address of the room when you send the full zip code. Any recommendation for the Royal Mail PAF file. Any web services for this? Please share your knowledge.
