Paypal Standard is not displayed on the Checkout page

Question

After filling in all the information in the backend of my Magento 1.4.0.1 installation, as described here , the Paypal option is not available on the One-Page-Checkout page.

Does anyone have an idea why this could happen? Cache and Var were emptied, and I tried it by standard and on my own topic.
