How to write RDF schema?

I am trying to use RDF to describe user resources. I understand that there are xmlns there, such as Dublin Core and foaf, which provide predefined element sets. How do I create my own?

Am I possibly barking the wrong tree and should stick with xml + xsd?

The short answer is that anyone can simply write a set of axioms of RDFS or OWL in a file and start using it in their application. There is a low barrier to creating a new dictionary or ontology, but there are some guidelines.
