Can the iPad find out when your iPhone is nearby?

Is there a way to create a background application (as soon as it is available on the iPad) that can detect when your iPhone is close? Therefore, I think it will require the use of bluetooth. I think you could use this for synchronization, etc.

Ignoring the aspect of the background image (actually this is not what you asked about in general):

The way this works on a running application is that both devices will need to run the application. Then they both need to register via Bluetooth using Bonjour / GameKit.
