Which is better: paper and pencil, charting software, or whiteboard?

This question has been asked several times: what is the best design tool? And I think that this is actually a combination of all, and they have their own specialized use.

I speak for almost any kind of design that uses shapes and lines, regardless of architecture, platform or computer language. The audience can be themselves, peers, the boss, customers and any other person who can interact with the design or not.

Less formal projects are faster, but suffer from scope creep . This usually leads to more maintenance.

More formal projects make the client think more rationally about what they want. Sliding the area is not a problem, but these projects take longer, and sometimes the client may find another solution before the development / development is completed.
