ScrollView not MouseWheel Scrolling when Control is not running

Question

I am using Silverlight 4.0

What happens is that the ScrollViewer will only scroll when hovering over controls such as a text box, tree images, etc.

If the mouse is over objects without control (for example, a grid), then scrolling the mouse does not work.

Is this normal behavior?

Give ScrollViewer a background. If the background is transparent, it will not catch any mouse events.

This is true for all controls. If you try to catch mouse events, the control must have a background or controls below, it will receive mouse events.
