How to create 2-bit gif from tiff file in dotnet

I used the Bitmap class to convert tiff to Gif, but it could not make a 2-bit image possible for a smaller size. Please note that the bitmap class can create images with this pixel format: 1, 4, 8, 16, 32, 64 (bits) But my need is 2 bits. Unfortunately, Gdi + does not support 2bpp. Is there a source or library for this?

GDI + only supports 1bpp, 4bpp, 8bpp for GIF output. Although GIF specifications allow other color depths, they are not supported by GDI +.
