Can I and how to disable the pop-up when I hover over the plus (+) sign in Eclipse?

When I use Eclipse to encode Java programs, I can add a block of codes, for example: a method or a comment. And when I reset the block, a plus (+) sign will appear on the left side of the editor in Eclipse. If you hover over a label, Eclipse will open a frame showing these folded codes. I feel this is annoying, but I can't find a way to disable it. Is it possible to disable it?
