You do not need any new biometric APIs as such, but there are special biometric APIs. They are usually most useful if you want to simplify the exchange of information between platforms, skip some of the boring parts of writing image capture / storage programs, something like this. Writing code that is compatible with all relevant biometric standards can be quite bitter, without specifying a guide that the biometric API can provide. The BioAPI Consortium ( http://www.bioapi.org/ ) contains some specifications and other similar things on its website if you are interested in the possible acquisition of one, although I'm not very familiar with everything they do.

I do not believe that there are libraries for biometrics. In addition, if you do not use your own equipment, I do not consider it viable, since none of the existing phones has a camera permission to capture the iris in its details.
