FedEx Web Delivery Service, Test Account Authentication Failed

I can’t understand why the credentials of my test FedEx Web Services account will not work to create the delivery service and work for the track package service. any ideas?

This may be due to differences in testing and production of wdsl. You will see something like this

<service name="RateService">
    <port name="RateServicePort" binding="ns:RateServiceSoapBinding">
      <s1:address location="https://gatewaybeta.fedex.com:443/web-services/rate"/>
    </port>
</service>

The test is the gatewaybeta.fedex.com file - gateway.fedex.com
