What video format should webapp use?

I need to put some videos on Webapp, and I'm a bit lost. My requirements:

  • DRM is not a problem at all
  • It should work on iPhone (and iPad) and in main browsers (Safari, Internet Explorer, Firefox, Opera).
  • This is not a problem at all if the video does not play on Linux (because it is a video / screencast of Windows / OS X software aimed at Windows and OS X users).
  • this is not a problem at all if it also works on Linux (I myself am a Linux user)

Is it possible to submit a unique format (for example, H.264) and play without any additional work on my part, or do I need to convert the video to different formats and use the web application for different video formats depending on the browser used?

Should I use the HTML5 "video" tag when I discover an HTML5-enabled browser?

What is the safest bet? I believe that Flash from the equation shows that the iPhone / iPad is a requirement.

In Chrome, Safari, and IE9, you can use H.264 with a video tag.
In Firefox, Chrome (and Chromium) and Opera, you can use Ogg with a video tag.
Flash usually uses H.264 (as I understand it).

The video tag may also contain a source tag:

<video>

   <source src="video.ogg" />
   <object ... ></object>
   Sorry, no video for you
