Why do I need to ignore TortoiseSVN?

When I choose to ignore versioned files, it marks the parent directory as changes, and then when I commit, it checks the svn: ignore property in the repository, resulting in another revision.

Why do I need to commit the svn: ignore property? Is this a TortoiseSVN issue or how does SVN work?
