What IDE should be used to develop hta files that automate Word and Excel?

What version of Visual Studio Express should I use to develop an HTA application that will script Word and Excel and connect to a web service?

Do I have to download the web version because hta files are similar to web pages or do I need to download one of the others because hta files work on the local machine? Or is there another IDE that I can use?

SharePoint Designer 2007, which can now be used for free. FrontPage 2003, if you already have one. I feel that editing the FrontPage / SharePoint interface is awesome, especially VBA support while editing development time. When you want to view the HTML application, just press F12.

Visual Web Developer Express will also work well. Note that in versions of Visual Studio 2008, "SharePoint Designer 2007" is used as the HTML editor. Although Visual Studio uses the same HTML editor, the editor’s user interface works much better in SharePoint Designer 2007 or FrontPage 2003.
