What does it mean to "incorrectly initialize the application"?

I just received an error message from someone running an application that I wrote in Windows XP. He says that it will not start.

The application failed to initialize correctly (0xc0150002). Click OK to stop using.

It works fine from my point of view (under Windows 7), and I do not have any specific programs for Win7 or Vista, so it should also work on XP. How do I track this and debug it?

this is a .NET thing, you have to download Microsoft .NET 3.5. I think I had the same problem a while ago, the same message "(0xc0150002)", I installed it and the program worked. hope this helps.
