Where does Googlebot start crawling?

Tell me if I will register a domain and developed it on a complete website. How and where does Googlebot know the new domain is up? Does it always start with a domain registry?

If it starts with the registry, does this mean that anyone can have full access to the registry database? Thank you for understanding.
