I need your opinion on the following question. To add \ change \ remove \ display system users, you need to implement the web administration interface. I need to display all users and controls for adding / modifying a user. What is the general scheme on the Internet for this situation: create one page or create two separate pages to display and add / change users?

Just take a look at regular desktop applications like file manager. Usually you see a list of files and a button (toolbar) to create a new one, which, if necessary, opens a dialog box in which you can enter basic properties to begin with.

I like to have a browse page with a list of users with the most common properties. Each user will have a view link that will lead you to a page that displays the full set of user properties, and also allows you to edit the user on this page.
