Which text editors support vertical rulers?

Question

I am looking for a function similar to the vertical red mark of 80 columns in NetBeans, but more convenient to use. I would like it to work more like tabs in MS Word, except that the horizontal line is displayed in the whole file. I looked at Comparison of Text Editors on Wikipedia , and I did not find that the vertical ruler was one of their functions.

It will be used to build html tags in a massive file that I did not create, but should support.

You can create column guides in Visual Studio: a blog post here (a registry entry is required).
