S / MIME format supports multiple signatures. S / MIME is basically Base64-encoded CMS so that it fits into text messages. In CMS, whenever there is a signature, in fact there is room for an arbitrary number of signatures, which are calculated from the main data. Signatures can be verified independently of each other. CMS also supports counter signatures that issue signatures over other signatures (which actual guarantees of counter signatures are somewhat unclear).
