How to deploy Building Blocks (Quick Parts) for Microsoft Outlook 2007?

I want to deploy some building blocks for Microsoft Outlook 2007. Microsoft delivered a bad solution at http://office.microsoft.com/en-us/outlook/HA102086531033.aspx#4which asks you to save the template. This solution will require you to distribute this template to all customers. The optimal solution will allow you to place a template containing building blocks somewhere on the network, and simply use the "Team Goals" group policy setting for common paths in Microsoft Office 2007. Unfortunately, Outlook does not comply with this policy. In addition, the described solution mentioned in the article above does not work. Step 4 asks you to save the template as a Word template after it first asks you to save it as an Outlook template. They seem to copy and paste the steps from a Word article and forget to check if this works (and adjust the steps accordingly).

In any case, does anyone have any suggestions on how to distribute Building Blocks without distributing NormalEmail.dotm (which will overwrite their own Building Blocks clients each time it is updated)?

I am having a problem with the instructions provided by MS. When working with Quick Parts, I cannot change the "Save" setting. I tried in 2007 and 2010, and the only option I get is a "Save to" file NormalEmail.dotm. Therefore, the distribution of templates for me does not work.
