Raw capture and playback of h.264 packets in VLC

I collect packages from the network with an HDX video conference. The video is sent to RTP and encoded in H264.

I am trying to capture these packages and create a video file. I wrote raw H264 data from packages to disk, and I'm trying to play it in VLC.

VLC shows only the green frame.

Am I too naive in my approach to writing data or should I be mistaken in believing that the VLC should play this file?

Does anyone have experience in such things?
