I have a Silver Light app that captures tweets of a specific Twitter user. I want to change this application so that it captures any tweet on a public timeline with a specific #hashtag. How can i do this? or is there any ready-made code for this?

Use the Twitter Search API .
For example, let's say you want to find #ipad. Then just use:
http://search.twitter.com/search.atom?lang=en&q=%23ipad
And you will get results containing the #ipad tag.
