.NET build process

All I'm looking for is the best free toolkit to use in the MS-based build process. Checkout, Build, Package, Test, Deploy, etc.

I know that this question was asked before, but it was more than 2 years ago, and in our world it is an eternity.

I want to develop a template that easily adapts to similar projects. Almost like a template / cookie cutter system.

I am currently studying using the tools CruiseControl, Powershell, MSBuild.

If we move to 4.0, will we have problems? Are there any better alternatives? Limitations? Or it will greatly satisfy my needs.

One part that Iā€™m never satisfied with is the packaging process. In fact, we preferred to use only Visual Studio deployment projects, but they are very ancient, and my fear - WIX, will be too complicated for people implementing it.
