Pre-populate a message with a recommendation SVN message

I would like to show recommendations for commiter regardless of the subversion client used.

I do not think you are asking. Suppose i do

svn ci somefile -m "my commit message"

from the command line. Of course, you can set the hook on your SVN server to detect and reject messages with messages that do not meet your standard, but the actual prefilling of the commit message for arbitrary clients will not work, because the commit message can be provided before the client will ever contact the server.
