What are the requirements for HTA files?

It seems they open in a window like internet explorer, does anyone know:

• How long do HTA files last? Were they with Windows 98?
• Do they rely on installed Internet Explorer and / or a specific version?
• If you selected a different browser in the browser selection window for Windows 7, will HTA files work?
• Do HTA files open in other browsers?
• Are HTA files only for windows?

There is a huge shortage of Google documentation on HTA files, so this is difficult to do. I need to provide the client with a list of minimum requirements to ensure that our CD content with HTA works.
