Is there a .NET library to send email through PROXY?

If you mean "how to send SMTP through an HTTP proxy", you will not be able to. HTTP proxies only support HTTP and HTTPS, although some proxies also support FTP, SOCKS, etc., but not (as far as I know) SMTP.
