Click on the file and open its properties ( F4), then change it Build Actionto "Content". This will turn it on every time you deploy the Content files. In this case, you can also consider including an option Copy to Output Directory(see below), which will copy the selected files to the output folder. When copying, the directory structure is also preserved (if applicable).
