Full Page Border | CSS

Question

Is there a CSS way for a page to get the border around the page, even if the content is not large enough to scroll the page, and there is still a border around the page. I think I remember, I saw that one CSS method used to be like something> something , I don’t know, do you know? lol

It works in all modern browsers except IE6, where you can gracefully fail with a conditional style sheet.
