Can anyone say why when starting an operation with a startActivity(intent)call getParent()in a onCreate()newly created action returns nul?

Also how can I get parent activity created this way? Can an activity link be received below the current activity in the operation stack?

You may not be able to get the Activity object to launch the design activity because there is no guarantee that it will exist in this form. The OS can pause and re-create actions that are not currently displayed.
