Most of the web designers I met have no development experience at all. They have a combination of aesthetic talent and an understanding of the HCI side / usability of website design.
They have some knowledge of what is possible on the development side or what the costs will be, but they usually do not do it themselves. Many studios have both designers and developers.
I personally believe that programming skills and design skills are not something that can be acquired, you need to have a tendency and natural talent for everyone. One can learn, but this would not be as effective as the "natural." Unfortunately, I admit that I do not have aesthetic talent for a good website design. Damn it, my wife objected that I didn’t have the aesthetic talent to dress beautifully :) But if you have it, why not?
