How to manage toolbars using mvvm and WPF

I am looking for a smooth method of managing toolbars (and menus) using mvvm in WPF.

Consider a tabbed user interface with heterogeneous content (such as Visual Studio). There the toolbars should be hidden or visible depending on the active tab. How do you create a view model for toolbars?

I would use a set of viewbar panels and attach a ToolbarTray to it, but afaik that failed.

Any recommendations are appreciated. Links to samples, best practice documents, etc. Welcome.
