Why not use GDI + from ASP.NET

I was told that using GDI + from ASP.NET is dangerous and undefined.

Is it because there is no guarantee of the device context? Can someone explain?

What are some of the alternatives?

Here is the MSDN source:

Edit

Windows Service and ASP.NET! So maybe a regular ASP.NET application is fine? But why?

Edit

This is not a joke from April fools, please do not treat it as such.
