I have an oracle database in Windows Server 2003. How can I export it with all the data and put it on another Windows server?

Use RMAN for a full backup. Then restore it to the new server.

You can use Oracle Data Pump to export and import the database. Quote from the documentation:

Oracle Data Pump is a feature of Oracle Database 11g Release 2 that allows you to move massive data and metadata between Oracle databases very quickly.
