What is the difference between an action and an event?

When a user sends a message, is this an action or an event?

The user provides only actions (clicking on buttons, selecting in a dialog box, etc.)

These actions get [sometimes] transformed into events by the underlying structure. Events can be understood conceptually as [notifications] "messages" sent to methods that, implicitly or explicitly, are "registered" with a basic notification framework [for a specific type of event]. In fact, the structure simply calls these methods with the corresponding arguments, and such a call is actually an event.
