In terms of starting CF with network access, you need to change the user who starts the CF9 service in the services panel.

Go to "Administration" → "Services". Then right-click the Coldfusion 9 Application Server service and select Properties. Then click on the "Login" tab.

There you can run it as a local user or specify another user. This user must have access rights to the network resources you are talking about.
