Is there an API (SOAP, JSON, XML-RPC, REST, anything) in Google code issues?

Question

Is there any software way to read the data stored in the Issues tracker in the Google Project Project? Ideally, it would be nice to update / add problems, but first I need some structured data form from the tracker. I only see HTML pages and an Atom feed for release updates.
