C # Solution - How many projects?

I was looking for this a bit, but could not find a good result.

Now I am creating a website, and I am trying to make it as correct as possible from a design point of view from the very beginning.

The problem I'm currently facing is that when deciding to start with logging, I need a project to host this code. Since I could not find a suitable place in my own projects, I thought: hey, why not a registration class library?

Is there a general rule about how many projects you need to have? I know that this would be a small project, but it would be nice to completely get rid of it!
