What IDE do you recommend for Ruby on Rails on Windows with Cygwin?

I want to be able to use this IDE for step though code and debugging.

So far I have found:

"e" Text editor ( http://www.e-texteditor.com/ ) $ 34.95 Arcadia ( http://arcadia.rubyforge.org/ )

Has anyone ever tried any of them and how are they? Or anything else you can offer?

If you are specifically looking for debugging capabilities, then the following count matches:

Although you can look at vim or Emacs (I prefer Emacs) - they are heavy at the beginning, but very, when you are an experienced user - they give you many interesting functions. And they are platform independent. Thus, you got your editor wherever you work.
