Is there a universal phone development language? I mean for example php or java or something else

Edit: we need to develop several phone applications, and we are looking for the best reusable language in different devices (Blackberry, iPhone, Motorola, etc.)

Java is as close as you are, but not where it is almost universal (iPhone does not support it!)

Since the language of the iPhone is not used by anything else, it is almost that you will not find a universal solution.
