I am wondering how I should structure the FAQ in order to preserve the semantic meaning of the content.

I am thinking about using a definition list, since a close connection between the question and the underwriter can have together.

Your other options are to use headings (h2, etc.) for questions and paragraphs for answers, or put them in a table with a column for the question and a column for the answer.
