C # -Mono (platform independence)

I am very new to Ubuntu OS, and I have my solution developed in Visual Studio 2008. I want my application to run on both Windows and Linux (ubuntu). I have few questions in my head.

  • Does mono support a visual debugger.
  • If I start development using mono. Can I run in .net framework (windows) ?? or I need to write an NSI script in the download library during installation from the Internet and install.
  • What is the best way to ensure platform independence.
