A small, quick project, as a rule, has a smaller team of developers, lower requirements for the ceremony and may correspond to a more flexible approach. Large, multi-year projects, as a rule, have huge teams, a high ceremony and can correspond to a more “waterfall” approach. Keep in mind that a waterfall without iterations is unlikely to ever succeed, but this is beyond the scope of your question.
