Error trying to convert image <1 MB in App Engine

Question

Therefore, I know that App Engine prevents working with images larger than 1 MB, but I get RequestTooLargeError when I call images.resize on jpg, which is 400K on disk. The jpg sizes are 1600 x 1200, and therefore the application mechanism cannot process images larger than 1 megapixel, even if the image file itself is a compressed format smaller than 1 MB?
