Technique for limiting the number of instances of our application in Terminal Server

I am looking for simple ways to monitor and limit the number of instances of our application in Terminal Server (2003 and 2008).

The purpose of this limitation is to ensure that we do not overload our servers. This is an internal administrative requirement - I am not looking for a licensed solution.

The application in question is written in Python 2.6 (32-bit), but I am happy to receive developer agnostic responses. Although we do not use Citrix, I am pleased to receive ideas related to Citrix, with the hope that I will be able to use a similar method with Terminal Server.
