Many users still use 1.5?

Question

I look at market statistics here for sdk distribution:

stating that 31% of market users are still working 1.5. Is it true that the OS update happened for G1 and myTouch users? I wonder why so many people are still running 1.5, if so? Just curious because I would like to use the setView () method introduced in 1.6 for TabSpec, but not if so many people still use 1.5, I might have to collapse my own control,
