Mobile phone - setting via SMS

In Germany, mobile operators often provide an easy way to set up their mobile phone for MMS and GPRS: after entering the phone number and model of the device on the carrier’s website, you get a “sms configuration” sent to you.

I am trying to understand how this works from a technical point of view. I looked at 3GPP TS 03.40 ( http://www.3gpp.org/ftp/Specs/html-info/0340.htm ) but could not find much. In addition, the fact that you need to provide a phone model indicates that this is a specific thing of the supplier and is not standardized?
