Language for defining links between elements in a 2D array / grid

Question

Has anyone created a language that can be used to track / analyze dependencies between grid cells in a common way?

I am trying to write a table that uses a functional language. What I need is similar to what Excel can use to manage links between cells. The language will be used to create a model that can be analyzed for optimization.
