Have you checked your PHP installation like in this thread ?

After uninstalling XAMPPand reinstalling ( xampp-win32-1.7.0-installer.exe) and applying it xampp-patch2-win32-1.7.0-installer, I still have the problem of closing the PHP CLI code and dropping the popup dialog.
