SEO Friendly URLs in Webforms vs MVC

From what I understand, MVC has more SEO friendly URLs. Or at least it's easier to achieve.

The reason for this is that you can create fake folders, which are actually arguments like:

Question / 37 / WhatIsSEO

Should equivalent web forms be question.aspx? id = 37 & title = WhatIsSEO

If the name doesn't really do anything, it's just for SEO ...

Does it mean that it looks like folders above the arguments? Is that why he is superior or am I completely leaving the base?

If this is not the case, then what is the best solution to deal with this as a web form developer?
