If you click on the link to page B before redirecting the page to page A, you will get page B. If you open the link to page B on a new tab, you will get page C on the first tab (after redirecting) and page B on the second tab (loading the page B, of course, does not wait for the redirect A → C).

Meta Refresh works when the entire document is fully loaded (even if you set the time to 0 seconds), so when you click another link before redirecting actions, you clicked.
